When riding a Minecart, the noise it creates is functions properly. However, the noise emitting from the Minecart only works properly when facing at the front of the Minecart. When looking to the side or to the back. the noise from the Minecart becomes jittery and glitched out. This effect resembles you speaking at a fan.

Steps to reproduce:
1. Go in a Minecart and ride it
2. Look to your right, left, or behind
