I'm not experiencing any frozen maps or compasses while in boats, but as for the maps and compasses being based off of where the player is looking and not the direction of the boat... isn't that how it should work? The original issue description doesn't seem to be a bug to me. Using 0.15.0 on Windows 10.

I have noticed exactly the same. Using 0.14.2 on Windows 10
The compass needle takes a random bearing as you enter a boat but not back towards the world spawning point as it should. It can vary during a long boat ride but still not towards the spawning point.
This is not replicated in a minecart or, as I just verified, while flying in creative.

Using MC Windows 10 edition 0.14.1.
While in a boat, compass stops moving and remains pointing at about 4 o'clock on the dial.

MCPE-13014 Bug when using compasses or maps on a boat
I had this bug in 0.14.3, and I can confirm it's fixed.
