I have 4 texture packs, one is from the Minecraft marketplace. I have the market place texture pack on on the bottom of the load order to get all the textures. Then the next 3 fix things about the pack that I don't like, like the glass, the Hud, and the cat textures. All of it works well together on normal worlds. But on realms only the Minecraft marketplace pack loads. Its at the bottom of the load order and everything else is above it, but the higher packs do not function.
We shipped an additional fix to properly handle pack ordering when using a template world that had associated packs as part of the template, along with additional non-template packs applied. Pack ordering should now be working properly in all but one case:
Uploading a world created via a template that has both template packs and non-template packs applied.
We'll work on fixing this one last pack ordering bug, but at least now you should be able to properly set pack ordering after uploading, and have that order respected on start up of the server. As such I am going to mark this bug as resolved. Please let us know if the issue comes back in the future.

With only one odd bug that's easy to fix on my end. I created a custom texture pack (SUGARLAND) on my PC to be used on our Realm to compliment Mizuno and upload it from there. Works perfectly! But when I go to my console (PS5) the order of the texture packs is reversed. That's the odd bug. I fix the order of packs on my console and it works perfectly.

It didn't work. It still doesn't allow for additional texture packs above the first one to load too.
Because Mojang has been unable to fix this issue for almost two years I made a custom texture pack collecting everything we love into a single pack and it works fine alone. The issue is not custom texture packs. The issue remains the same: only the first texture pack listed loads and all others are ignored. Nothing has changed. Same issue. Same bug. Same. Please fix it.

We've rolled out a fix for non-Addon, non-template packs this week, but we're still doing further work to get those working.

I do not know if it's related but the Sparks Universe mash-up pack REALISM is broken on Realms. Realism requires TWO resource packs to be applied to work. A standard resource pack and an add-on. The add-on is listed second and won't load after you log off after transferring a world using it to Realms and log back on. That sounds like this bug.

Still not working on Realms. Please test on Realms. Fix Realms. Works perfectly when it's a local world/file. Always has. This is a Realms specific bug. Always has been. Please fix this on Realms.
