Dear Officers:

   Hello! I am running a server in BE 1.16.101.01 version, (I am sorry that I have not found any versions other than 1.16.200 in the 'Affects Version/s' list). There are some abnormal phenomenon appearing in my server as shown in the attached pictures: all the new players are automatically defaulted as Operator instead of Visitors, which has been defaulted in server.properties. To prove this , I have provided other attached pictures: the instantaneous status of permissions.json and bedrock.server.exe. Could you please instruct me how to make the server system spontaneously default the new players as Visitor which is consistent with my designated default setting in server.properties?
