When i try to run the minecraft bedrock server, i get "cannot find VCRUNTIME140_1.dll"

I have searched for answers, including on this site. I have downloaded/updated my c++ library, updated windows as of the time of this ticket, and even deleted and re-unzipped my server. I have even downloaded both the 64x and 86x c++ libraries, however i am running x64 windows. so i assume that was unneeded. I was running the previous version of the bedrock server just fine.

FYI this is a dedicated server pc, i do not generally do anything else with this pc currently.
