When a user sets client-auth among the three options of server-authoritative-movement in Bedrock Dedicated Server and opens the server, if the server executes a teleport targeting a specific player, the teleported player is fixed on the server. It can only be moved by the client. If the teleported player moves away, they cannot interact with the block, and if they move further, the chunk will not be loaded and will not move anymore.
