I was thinking I could use commands like /op and /whitelist in game but the game says cheating isn't allowed and some commands should work even when cheating is off, right?

When I activate cheating in server.properties, and use the commands it says command is not found or I don't have permission to use it in game. I'm an operator so I find that strange
