/whitelist commands are not available to operators on non-cheat server
Tested on server software version 1.16.1.02 Linux

Steps to reproduce...

1. Create a Bedrock server with whitelist enabled, cheats disabled.
2. Join the server as a player on any device
3. OP player from the server's console
4. As the opped player type  `/whitelist list`  command in the chat window

What I expect should happen...

The whitelist is shown in the chat window.

What actually happened...

The message appears: The cheats aren’t enabled on this level. The list is not shown.

How this impacts BDS

There is no way of managing whitelist in-game on non-cheat server.
