Command block minecarts do not have normal command block gui

i thought command block minecarts whas a minecart versjon of commandblock, then it should also have the sam features.
i thought it would havethese features: chain/repeate, always active/needs redstone and conditional/unconditional

But insted it behave like old commandblocks did...

Steps to Reproduce:
1. open commandblock minecarts gui
