Inconsistency with placing blocks with rotation

      There are two different groups of blocks with rotation when it comes to placing them: One is dependent on the direction you're looking, the other is dependent on the block you're placing it on. This is inconsistent, so one of them must be a bug. I vote for the view based one being correct, because it's easier to use and there would be no apparent way for blocks without upwards/downwards rotation (e.g. bed). Also there are way more blocks that are already view dependent and there are some (e.g. sign) can't be block dependent.
      Blocks that are block dependent: all logs, quartz pillar, hay block, end rod, purpur pillar, bone block.
      Blocks that are view dependent: dispenser, bed, all pistons, all stairs, all chests, furnace, standing sign and banner, all doors, all pumpkins, repeater, all trapdoors, all fence gates, end portal frame, all command blocks, all skulls, anvil, comparator, dropper.
      I didn't count blocks like torch, ladder, lever, etc. that are attached to walls, those are block dependent in another way. (also hoppers)
