Reproduce:
1) Do this in chat or in a command block:
/summon minecraft:evocation_fangs ~ ~-0.5 ~-1 {Attributes:[

]}
2) Observe. You still take 6 points of damage (3 hearts) when it should only do 1 point of damage (0.5 hearts).
