Before I begin, I would like to mention I have already been to the #mchelp chat, they went through all steps, and could not find a solution.
System summary
They had me disable a coupe of programs, settings, and even try a complete Minecraft reinstall, however it didn't seem to resolve anything.
The issue: When I load the game, if I go to settings > controls it will not allow me to use the scroll bar on the right. I left click down and drag, but it does not move at all. This issue is also present in game, if I am in Creative mode, and try scrolling down with the bar, it will not move.
UPDATE 8/18/2017
The issue keeps happening. Uninstalling my mouse drivers seems to fix it temporarily until I reboot my computer.
I even went as far as to reinstall windows from scratch, and the issue still remains. I am running the latest version of Windows 10 with the Creators Update, and this seems like a comparability bug with Minecraft and windows.
