The glitch occurred after updating Java and divers.
The output spat out a fatal error:

Restarting Minecraft fixed the issue.
When resizing the Minecraft window, pixels on the edge would stretch, and when resizing on the Y, pixels would be squished. Going into fullscreen mode would cut off the top pixels from the screen. In menus (when the pixels were stretched or squished) button clicks would be offset. The entire cursor was some 50px away from the button, and it would still appear white (from my resource pack)
