If you drink a speed potion, only your ground speed increases, while your air speed remains the same. Normally, the fastest way to travel is by jumping while sprinting, but if you do this while using a Speed II potion, you will actually move slower. The effect is easilynoticeable while using higher level speed effects. Try using "/effect @p speed 1000000 25" to reproduce.
