I have a resource pack I used in 1.13-pre2 just fine. It was created for 1.13, not 1.12. Loading into pre-3 makes it as if it wasn't loaded at all.

Both images are taken at the same location, and no settings were changed other than the version. The one with the noisier textures are from pre-2. The one with default textures are from pre-3
