Torch in off-hand will not place with block in right hand

      In previous releases (1.12 and earlier), if you have a torch in your left hand and a block in your right hand and stand inside the block you're trying to place the block in it will place a torch instead of the block. In the 1.13-pre8 version, this no longer works.
