I placed an enchantment table at -18939259 63 -20000004, and whenever I circle around the corner of -18939261 62 -20000005 that is closer to the positive sides, the book circles around as if it is in that location. What I expected was that the Enchantment Table's Book would spin around when I went around the enchantment table.

Also, whenever I stand in the block -18939261 62 -20000005, -18939261 62 -20000005, -18939260 62 -20000004, or -18939261 62 -20000004, and run "/particle flame ~ ~ ~ 0 0 0 0 1 normal", it places the flame particle in the same point that I could circle around for the enchantment table's book to spin. What I had expected was that the particle would be directly at my feet.

I put these together as they seem to be related. Both of these can be re-created pretty much anywhere in the world, just in different relativity.
