This has actually been affecting a number of versions later than v1.13.2, in fact, it goes all the way back to the 1.12.x line. If you either start Minecraft up in full screen, or press F11 after loading the game, the cursor disappears from the screen, making it very difficult to select on-screen interface elements. While running Minecraft Maximized does alleviate the issue to some extent, it is preferable to be able to run the game completely in full screen.
