Minecraft 1.13 has introduced some kind of hard-coded blue tint that makes it impossible to reproduce the look of some water textures.
While it is possible to shift the hue of the water by altering the texture, it is not possible to desaturate it or introduce anything brighter than the upper bounds of the tint itself. This means that water looks uniformally bad for texture packs which have bright colors, contain a wide gamut, or have a different saturation.
Attached are screenshots of water as it is rendered in 1.12.2 and 1.13.2 (left side) and a solid white texture (right side). Notice that even when the texture is solid white that it appears blue.
Please reconsider either reverting this change or providing a way to disable the tinting in water_still.json and water_flow.json.
This is technically a duplicate of https://bugs.mojang.com/browse/MC-132917 but demonstrates that it is still unresolved as of 1.13.2.
