Raiders ended up taking out all but two of my Villagers inside of a walled Village (due to continuing lighting issues). I defeated all the raiders and there are none left anywhere, and the raid monitor is cleared. I have quit the game several times, after going far away from the village, then returning after I re-entered the game, plus just quitting and going back in while still in the villager...nothing works to clear the villager fear thing. They just sweat/cry, and won't trade.

I also (since I have a backup copy) tried killing the last two villagers, going away, saving, quitting, going back, and using a villager spawner to make one of each of the villagers (by having the task tables in place).

That didn't work, either. They still run around all afraid, and won't trade. Grrr...
