      The bug

As of the current version, 1.13.2 and in some earlier 1.14 snapshots, they would have their own swimming animation.

But as of 19w14a and b as I recently discovered, their swimming animation has now the normal zombie animation instead of their own.

(F3 is shown as of the different versions)

          Still an issue in 1.19.

Hopefully Drowned can get the swimming animation they have in Bedrock Edition, since right now this is just one of the many, many parity issues Drowned have between editions. Giving them the same swimming animation would at least fix this one.

Confirmed it with 1.18.2 and 22w14a

As you probably know, this is just a return to the pre-1.13.2 swimming style, and making it the same as Bedrock is that the ticket is not subject to parity and is considered a feature request.
The solution is probably to remove the zombie mobs' arm-raising behavior added from 1.14 when attacking. (By the way, Bedrock does not raise your arm when attacking)
This is just an individual opinion.

If they're fixing this, it would be the one from Bedrock since it's cool and fits with the game.
