Functions and loot tables aren't registered in 1.14 and 1.14.1, even for very simple functions

Steps to reproduce:

1. Make a world.
2. Make a datapack with a function that says hi.
3. Go to the world and do /reload.
4. Do /function and notice that no function names appear on the suggestion bar.
