what actually happens: they are never raid captains

how to reproduce: go to 10+ random Woodland Mansions or reset region file chunks over and over and none of the evokers or vindicators will ever be raid captains via spawning with an obvious head banner

side note: they will always eventually have ominous banners when spawned repeatedly from spawn eggs which is inconsistent
