Teleportation not working properly.

When you try to teleport an entity (a friend) to his current coordinates but just 100 blocks higher, you are going to type /tp <player_name> ~ ~100 ~ in 1.13.2 and below.Currently, if you try this it will teleport him to your current coordinates + 100y which is not nice.

Anything which uses ~ (tilda) as an argument will use YOUR coordinates not the one which is ran as (like teleportation). I will make a video explaining this bug and will update this report
