Downloading an old world from 1.8 and opening it in 1.14.3 will make it go corrupt.

*Edit:* the bug is fixed, the cause was the maxCommandChainLenght was set to 0 (any world created in older versions and then updated to newer before the addition of this gamerule have this same problem).

This corrupted world won't allow you to use chain command blocks, because they won't work on it. Repeating command blocks, however, do. It's reproducible, for example I downloaded the old The Towers but you can create any brand new world in 1.8 and then update, this will happen.
