I was in Creative mode and I was just messing around and killed a pillager and got the Bad Omen effect. I then found a zombie villager and decided to cure it and when I did, it started a raid and I wasn't even at a village or near one for that matter. I tried a few more times by just creating new worlds and also did it in Survival mode and every time it will start a raid when you cure a zombie villager.
