Villagers still don't want to pickup carrots, this makes villager breading impossible. This world was first used on a spigot paper minecraft server, maybe it has something to do with that.

The villagers do walk to the carrot and tries to pick it up.

The villagers inventory is not full since it also does not work when we spawn in a new villager.
