The /title command with the new 1.13 command system (that tells you what to write) breaks the /title command. When you use this command it says the same message on all of the different types of titles (title, actionbar, etc.) it will always bring up this message (in the images), this bug also occurs in the Minecraft server host (including Spigot & Bungeecord)

This was not an issue before 1.13 and is still present in 1.14.4 and 19w36a.
