      It's a rather hilarious bug, but I can place water sources inside the following: Chests, Ender chests, Trapped chests, Double chests, Fences, Slabs, Stairs, Scaffolding, Trapdoors, Ladders, Walls, Signs, Campfire, End Crystals. Lava does not have the same issue. Tested on both version 1.14.4 and snapshot 19w36a in Singleplayer and Multiplayer. Attached pictures are from Multiplayer.
