I am trying to get some of my villagers to farm and nothing is working according to the current mechanics. 

Steps to reproduce:

Place down a bed and villager to start a new village.

Place a composter to set the villager's profession.

Create irrigated farmland nearby.

Give the villager wheat seeds.

My villager will not plant or harvest crops no matter what. A newly spawned villager should have an empty inventory so this should not be an issue. My only possible thought is custom game settings (this is a server). Mobgriefing is set to true. Any other game settings that could be causing this or is this a bug with 1.14.4? I should mention that this was working only a week ago.
