on my main survival world i am not able to craft shovels or look them up in the recipe book. I haven't had to craft a shovel for a few weeks so it is possible it could be a bug from a past snapshot but still affects me in 19w40a. I am able to craft shovels in other worlds and get them in the creative menu.
