Rockets shot from crossbows do no damage

What I expected to happen was...:
I expected the rocket to do damage like it does in 1.14.4

What actually happened was...:
As I fire the rocket it doesn't load the animation of the firework moving and it does no damage when shot

Steps to Reproduce:
1. Grab crossbow and rockets
2. Put rocket in off hand
3. Pull crossbow back

4. Fire at mob/player
