Created world in 14.4 and have updated with recent snapshots (most recently 19w41a). I've only just noticed after many weeks real time that I have never seen a phantom in my game ever. Now that I am looking for them I made sure I haven't slept (now for weeks of game days), run around in many different areas (outside nothing over my head no light sources) and I still can't find a phantom.
