Affected Vertions 1.14.4 and 1.15.1 

Underwater not rendering correctly

What I expected to happen was building under water a tunnel and when I was bellow some blocks that had water above the block and bellow and when you stand bellow the blocks is showed incorectly underwater textures. 

Steps to Reproduce:
1. dig a big tunnel underwater (using /fill commands)
2. build a horizontal line of blocks and make sure you are inside of the diggen area.
3. then put you under it in the maximum hight you can then you will see the same thing as me

4. compare bellow the line of blocks and in normal ander water.

5. If need to see better try out to use night vision
