Skin files are required to be at 64x64 despite the fact that every texture in the game can be altered to any multiple of 16. Heck, you can even alter the default skin files for Steve and Alex in a resource pack and have them be at 128x128 sizes. Despite this, you are unable to upload skin files that are bigger than 64x64.
