I started noticing this since 20w13b. 

When you're in the resource pack selection screen I see the arrows that you use to select/deselect the resource packs or their change priority. Normally these arrows would only show when hovering over a single pack, but now they always show, obfuscating the icons of the packs.

In the screenshot, it shows one pack on the right, but I'm sure that it isn't one of my resource pack's fault because I activated that pack to show that the arrows also show on the right.
