In 1.15.2 skeleton's can walk super fast when over minecart rails.

What I expected to happen was...:

The skeleton would walk at a normal speed on the rail block.

What actually happened was...:

The normal skeleton went at a very fast speed that didn't seem normal.

Steps to Reproduce:

The glitch is quite simple, in version 1.15.2 when the skeleton walks over a rail block in either singleplayer or multiplayer while aggravated at a player the mob moves extremely fast.
