Enchanting issue or extremely bad luck?

      I've enchanted about 25 items on my survival world (all level 30 enchantments) and only 2 of them have had more than 1 enchantment on them and even then they've only had 2 enchantments on them.

       

      Is there something wrong with my enchanting or am I just having some extremely bad luck?
