How to reproduce this bug:

1.Put the boat in the dispenser

2. Activate dispenser

Waiting: a boat should appear, similar to minecarts 

What happens: the dispenser throws the boat out

I believe that the dispenser should be able to place boats without water, since the player can do fine too as well
