"Advance in-game time" doesn't set time to noon when world is generated on Java Edition, but does on Bedrock Edition

      Pocket Edition had a feature called "Always day" that locked the time to noon, and Bedrock still has this feature, but when it got ported over to Java, it sets the time to morning instead of noon. Edit: doDaylightCycle already existed in Bedrock, so "Always day" is actually a different feature.
