An Ocean Ruin spawned under the seafloor, making it completely hidden

What I expected to happen was....

Either the ruin to spawn above the seafloor or not at all

What actually happened was....

The ruin spawned under the seafloor, making it unreachable

Steps to reproduce:

• Create a world with the seed 1451222223
• Go to 184, 30, 68 in Spectator Mode

  /tp 184 30 68

• Find the Ocean Ruin spawned under the sand with the Chest overwriting the block that was there and most adult Drowns suffocated in a block
