structure block can't load some blocks with certain block states

      I was put a glass pane and adjust its block states to [west=true,east=true,north=true,south=true], I saved it with structure block but when I load it with another structure block the glass pane's states just get back to it's original states. This is not the first time I find the bug, once I just built a building, I put a quartz stair and adjusted its states, then saved it in a structure, but when I loaded that structure, the structure was successfully loaded except the stair, it just kept its original states instead what I adjusted and wanted it to be. I don't know if this is a bug or it is just a characteristic of structure block that force blocks back to their initial states. However, if those blocks' states are not adjusted but keep what they should be, like two connected glass panes, they can be load normally.
