I was on hypixel (I'm almost certain that this is a bug with normal minecraft not hypixel) and I turned off all volume except master volume (including hostile creatures) and when other players kill endermen you can still hear the sound, so in short turning off your sound only affects when you create them (killing an enderman yourself makes no noise with it off)
