When I stepped out my boat above the top ring of an ocean monument, I first was in a block of the ocean monument. I tried to swim to the top of the water. Instead of swimming, I started to fly 1 or 2 blocks above the water. I couldn't move. I was shaking a bit. The gaurdians could still hit my with their bubble rays and giving me mining fatique. suddenly, I fell in the water and everything was as normal.
