Shulker boxes with items in them do not follow the 'doTileDrops' gamerule in creative, but do in survival

      If you fill a shulker box with some items in a world with 'doTileDrops' set to false, and then break the box while still in creative, it will drop the box with its contents still inside, but if you switch to survival and do the exact same thing the box will break and not drop anything.

      Steps to Reproduce:

      1. Fill a shulker box with something, and make 2 copies of it

      2. set doTileDrops to False

      3. Break one of the boxes in creative.  You will get a copy of the box.

      4. Break the second in survival.  You will not get a copy of the box
