Hello development team. Recently I started a new public MineCraft server (1.16.2 Java Edition) and noticed there is a bug which can be duplicated. 

When any item is placed above the hoppers, or the hoppers are placed under an item, the hopper instantly breaks, resulting in loss of items including the hopper. I noticed this in 1.16.1 about 2 hours prior to migrating to 1.16.2 for my server. 

Please have the code looked and provide a fix for the issue.
