When using spawn eggs in the gap between the End and the End Islands will not let me spawn Illagers (Pillagers, Ravagers, Evokers and Vindicators) no matter the state of gamerules (disableRaids) and (doPatrolSpawn) (as well as doMobSpawning). As well I can still spawn Piglins in the same area.
