If you use a debug stick on a jukebox to update the "has_record" blockstate, it only displays updating the blockstate to true. If you update the blockstate to true, then wait for the actionbar text to fade out, updating it to false displays no text. 

How to replicate: Place a jukebox and give yourself a debug stick. Right click the jukebox with the debug stick several times, you will only see "has_record" to true.
