I was playing around in the latest snapshot, when I accidentally placed glow lichen underwater. I thought it may have been an intentional feature, but wasn't sure, so I tried with an item frame. I was astonished to see that the item frame placed. Both glow item frames and standard item frames are currently able to be placed underwater.
