While placing, breaking and picking blocks up, the sound sometimes won't play

What I expected to happen was...:
The sounds would play as normal

What actually happened was...:

Sometimes the sound didn't play

Steps to Reproduce:
1. Place or break a block
2. Sometimes it doesn't play
3. This is in 1.16.3 but i can't choose that for some reason
